At this budget, you're going to either get shit tier performance that is barely going to cut it at 1080p60, or used but far better performance.

used 3570k + z77 mobo, if you keep an eye out on ebay that'd be like $130-140.
2x4gb DDR3 ram, that's another $50-60 used.
Used, good quality (seasonic, thermaltake, some corsairs) 500w+ psu's go for under $20 sometimes, but assume $20-30.
Cases are gonna be shit tier, but you can get one for super cheap - no more than $40.
Scavenge the drive out of whatever you're using now, otherwise get a 1tb seagate for $50.

This leaves about $100-150 to spend on a graphics card. Used AMD cards are out of the question thanks to mining, and the 7xx series has no support anymore I think, so your options are a 960/970. The former comfortably fits into budget, the latter will if you wait for a good deal to pop up.

I thought thermaltake were okay, but I haven't really checked what they're like. The CX500 is the one I had in mind, and is decent until it hits high load, but this kind of build won't be going anywhere near it anyway.

you need to got to /pcbg, read their threads, ask there, you also need to be extremely specific do you want 4k gaming (not on that budget), 1440p, 1080p, what is your goals in terms of fps, 30 fps, 60 fps, what do you want in terms of graphics low settings? mixed settiings? high? ultra settings? is it going into a crappy tv ? 60hz moniter? freesync/gsync? do by any chance need to stream? you need to envision a realistically attainable pc that you actually want, if your specific, people can give you better advice, such as they may tell you to wait a little for ryzen 3 and see gaming performance they may tell you to wait for rx 580's on ebay which here soon theyr going to be practically given away
