I need help finding the cheapest PC I can either build or buy, within the budget I have of 300-400 dollars, any suggestions? I haven't built a PC, should I have one built for me?

At that budget anything you build would be trash compared to a used prebuilt with a Sandy Bridge CPU in it and a refurbished GPU.

How much would that cost?

I'm just looking for something to play most source games on, nothing too powerful, my current PC runs games at an average 20 fps, I just want something that runs it at 50 or 60

You can build a decent PC for that kind of money, if you just use the on-board CPU for your graphics. Later you can install a GPU if you're looking to do some graphic design work, gaming, etc. Don't go expecting much for that price point, however. As far as building yourself, I personally think it's really simple, and so do a lot of others, the only part that may be tricky is finding a decent place to build that won't shock your parts at all.

You will need to pirate windows or anything, also the HDD is not the best in performance but it works for casual games and movies/series/porn storage, the GPU is good enough to play on mid/low settings in 1080p@60hz any current game (not sure how it will age), case is a turd but you need somewhere to put the parts.

Wait for raven ridge and build your own custom PC for ~$400 with an Rx 560.
Literally any 6th gen Intel shitbook will do what you want.
