I'm always paranoid about that too.
I'm on my freshly installed Debian, no servers, no processes that interface on the network, no nothing.
I also have a pfSense router which I know does not randomly poll the network.
Every once in a while I see my switch's light blink, and some packages go back and forth, even though no process seems to have been connecting through either TCP or UDP.
I guess this is just normal DHCP operation, but I've seen this happen with Debian more than with other distros. Or maybe I just didn't pay attention.
How the fuck are we supposed to know? Use netstat

Are you running any of their software on your pc?
Maybe some software on your PC gets some sort of network statistics from whoever your ISP happens to be.
Or maybe you use Windows, in which case its totally normal because the military-industrial complex which comprises the US Government, Microsoft, every major ISP, Google, etc... is just doing its thing and monitoring what you are doing on a regular basis
