Is it okay if I use proprietary software to make free software?
I want to try out Windows 10 and C++ in Visual Studio 2017. Supposedly the build tools, IntelliSense, debugging tools are better than the ones on Linux.

Develop and test with visual studio.
Deploy with gcc(mingw, cygwin, whatever).
It's the best of both worlds but you may get a few problems by switching compiler.
