Are you gonna be connecting stuff with an external interface? If yes, you'll want some audio-optimized version of Windows, since there's lots of stuff in a base install that can fuck with audio quality.
If you're just using vsts, mac os or windows. Pick a daw and learn how to use it. Don't bother with linux for this...you are in for a world of pain, and it is completely pointless. You gain nothing, and will have to deal with piss poor software support. If you just want to make music, don't shoot yourself in the foot by listening to freetards.

Both OS's have various applications that are awesome for music production, so its all up to personal preference. DAW's like Ableton, FL, and Reason, are cross platform too, so its all up to you.
Something to note though is that Apple's mobile devices are leaps and bounds ahead of Android in terms of music production applications. Android has one or two shitty applications and apple has a lot of really good ones, so its something to think about if you want to produce on the go with a phone or tablet.
I personally use Ableton on Windows and its great for me.

If you're not yet making music: it doesn't matter at all as long as it's not Linux

whatever is most comfortable for you and runs the programs you prefer. Dedicated sound equipment should be a priority. The thunderbolt/usb-c should provide plenty of throughput to any devices you may be using and can be found on a handful of new laptops.
though if you're just fucking around in FL Studio or audacity, then any piece of shit from the last 5 years should do fine.

This is because of Android's ridiculous audio latency. It's improved some on more modern phones, but still way too high for real time audio.
