Because 290 is mid-highend card, and even though it's few gens older than 1060, it's still probably more powerful as 1060 is lowend of it's generation.

Also you ask why your another gpu ourperforms another gpu, when clearly you have 2 totally different setups. gpu isn't the only thing that affects these benchmarks you know. For example 5-4690k is more powerful than i7-7700HQ
So the lower machine seems a more powerful in other aspects as well. Might have better memory as well.
Don't tell me you built/bought the machine below to replace the machine above, cause if you did, you dun goofed.
