Then you have lainchan, snoonet (reddit), and many others. Every private tracker has its own IRC network. IRC is still useful for controlling botnets, too.

you might consider weechat bloated. You can configure way too many options and you can write plugins in pretty much every scripting language.
That results in 20mb for a stupid terminal irc client.
irssi is nice and small with a little over 1mb.
Even Hexchat is smaller than weechat and that has a gui.
