use notepad to open the .mp4 file and find the strange squigly text and delete all until there's only recognizable characters left.

How did it get damaged.
The best solution available to damaged data is to zero out the damaged section and metadata so you can just read around the empty spot and continue as you would amputate a limb to save a life.

If you can't fix it now, I doubt anyone can manipulate that damaged data into working shape.
