My laptop could run games like Borderlands 2 at 50-60fps at the medium setting about half a year ago, nowadays though after overclocking it for a few months and reinstalling windows 10 it can barely hold up 40fps on the lowesrt settings. What is this caused by and can it be fixed?

As to your problem: overheating, driver problems or patches breaking the game.

Probably drivers. As for reinstalling Windows 10, some of your hardware's drivers were probably at least partially compatible but not officially supported and major updates like Anniversary (last August?) or Creators (last April) that you were previously deferring one way or another got included with the fresh install which further hindered compatibility. The same exact thing happened to my laptop and rolling back before Creators fixed it, but if you did a clean install there are no backup files so you'll have to find an older ISO and update it but defer Creators. It would say your device is up to date, but still have a message at the bottom saying Creators is on its way. Might be a good idea to unplug ethernet and turn off WiFi while installing the old 10 ISO because it might try to update and give you Creators anyway, depending on how out-of-date it thinks your hardware is. If you're on Creators at all, you'll have a Gaming button in Settings.
