It isn't the 90s anymore. The internet then had so many hobbyists sites, family sites, tech sites, and a lot of university web pages. At that time, I played games on it.
I didn't learn about Linux until I was 16 and even though I compiled software in order to install it back then, I didn't really learn programming until I was 22.
If I didn't have a computer until I was 15, I would probably not have turned out any different, maybe my typing speed would have been worse.
I was a normie during my youth, I had girlfriends and I was popular among my peers.

On the Internet part, I respectfully disagree... For one, we've alredy got COPPA and derivatives preventing young kids (under 13s) from enrolling in login accounts on different sites. Many countries around the world also have a derivative of COPPA (namely the 13 year age limit)...

kids in my country are introduced to computers and Internet by age 7 at the latest, since a lot of schoolwork and assignments these days require not only certain software skills (using Windows, office programs), but also requires the student to seek information and build a sense of source criticism (especially important today).
In my country (Denmark), this knowledge is REQUIRED now, as pretty much any contact between citizens and the government is performed online. (if you hate Denmark, hax the nemID system, our universal 2FA for anything government and bank related)

In my country, they are starting to see the merits of teaching computers and programming early as well, so much so that clubs and hackerspaces also have arrangements for kids.

One thing is being able to use mankind's most powerful tool, another is acting with common sense and decency, even if the other guy can't see your face.
