The Fed shut down the US gold backed electronic currencies ten years ago because it was a threat to their monopoly money. The hackers are using blockchain currency for their black market dealings because it's distributed, so there is no single point of failure.

It has value because anarchists want it to have value and are willing to send things of value for receipt of said currency. Bitcoin's value is intentionally meant to be a middle finger at the governments who are trying to control us.
