When making a library, other people's usage of it costs literally nothing to you and you're not even forced to maintain it. Hosting, however, needs actual hardware to run on, needs electricity for said hardware to run, the admin has to set it up for you, etc. That said, if you want hosting for a game, there are some free hosts for dedicated servers for stuff like CS1.6 or Minecraft.
