To me it looks like one of those visual effects that are used to disguise inadequacies. Kind of how zooming transition effects when launching an app can "hide" the loading time. Sure, they're interesting eye candy at best and neutral at worst, but once you know why they're there it's just disappointing. That's why I use Nova Launcher and developer settings to speed them up.

Except to some people this isn't interesting, it isn't an intentional bit of visual trickery and it's not something that can be sped up or switched off. And that sucks for them. It seriously looks like the contents of the screen are sloshing around a fishbowl when scrolled.
