Why are there so many 'Ubuntu [DE]' distros? Do people not realise you can install xfce in regular ubuntu instead of downloading xubuntu OS? It seems isolated to ubuntu too, you don't see XFedora at all.

ubuntu started as a debian for normies.
The different flavors of ubuntu just makes it easy to install the DE you want.
The reason it makes sense for ubuntu is so they can set a group of people on specifically things like integrating xfce with ubuntu.
It works better because of their work.

Total gnu/Linux noob here, but isn't this because they optimize it, so to speak? I've been looking into the Mate flavor and I know it's more than literally just Ubuntu with mate slapped on top

Maybe, I'm new to linux too. Just seemed very strange as my first distro was fedora and when I went to try out ubuntu it was very perplexing seeing 50 different websites for essentially the same OS with different DEs
Unrelated but I stopped using linux for years and I'll finally get back to it now that ubuntu goes back to gnome. I'm pretty excited and I like the subtle changes in their philosophy. Hail shuttleworth !
They usually have a lot more features installed from the get go, for example Ubuntu GNOME has gnome tweak installed whereas installing GNOME DE over a regular Ubuntu install would require you to download things like that yourself
There's many Ubuntu spins, I don't see a problem with this. It's the same distro, different disc with different software.
