I'm with the previous poster i3 + 1050 or AMD 460. Hell, you can play CS GO with Intel HD graphics if you don't mind turning the settings down

One time I tried to play that game with an integrated cpu with only 64mb of video memory. It was awful.

I tend to go well over 200fps with my FX-6300 and RX 460 @1080p low.

I play it at 50-60 fps with intel hd 520 at medium

TF2, like any piece of software that is maintained for a sufficiently long period of time, has accumulated features and code cruft like a tripfag's bait accumulates (You)'s. Consequently, it runs like shit, and not all features are for the better. The video mainly focuses on visual aspects but does not touch on the performance of the game, which has noticeably declined (anecdotally, at least).
