It did, it also had the maximum allowed filesize for each board.
JPEG, PNG, GIF, and WebM are allowed everywhere except /f/ which only allows SWF files.
/po/ also allows PDF files.
I think the default max filesize is 4MB now but I'm not sure. A few of the boards allow larger files.

On /gif/ and /wsg/ you can have vorbis audio.
I think there's a maximum of 2 minutes for WebM.

It's 4MB for images, and 3MB for webms I think. 10 000 x 10 000 resolution. 3 minutes for webms.
/gif/ and /wsg/ have longer and larger webms with sound. /p/ doesn't strip jpgs unlike other boards.
They're some pretty stupid rules, and they should unify them and post them somewhere to be honest.

Anyway, I'm all for bringing it back. Encourages people to read the FAQ and Rules before posting, and gives some info about max filesize and such. Very informative and very useful, and if you don't want to see it, just use CSS.

I'd thought they were removed some time ago, like around the time webms were introduced. Or when submit was changed to post.
It's probably in an attempt to not confuse normies, better to just say something doesn't work and let people try than to scare off people that don't know what a jpeg is.
