Newer itterations of Android don't slow down older hardware, so instead of doing what Applel does and force people to upgrade with badly optimized software updates, they just stop supplying software entirely. That's why the S4 has custom ROM support all the way up to Nougat, and probably beyond. Meanwhile past itterations of the iPhone have no chance of updates.

Carriers are the ones that issue the updates... They are responsible for adding their firmware. Carriers release "distributions" of android which wait for updates on their servers. Just because a carrier lags behind on a device, doesn't mean everyone else does. You can compile a new image for your device.
