I can get away with 720, 50 fps without overclocking or overheating.

You should be able to run all those games 1080p60 no problem. Is that ram speed correct? If it is you should get faster ram. Try overclocking the CPU and GPU. Check AMD's control panel and force tesselation to 16x.

Not able to run them for some reason..

Whenever I try to run them and I'm in small confined spaces or it's a cutscene it's starts
to lag and the fps dips way below 60, although when I run the FPS to see if it'll lag at 1080p it
gives me 114 fps at 1080p but for some reason it never plays at that???

Try overclocking both your GPU and CPU. GTA is a CPU intensive game and the i5 has anemic stock clocks.

If you have vsync on, disable it and turn amd frame control on. Run furmark to check your thermals and if your fps dips

dude you should totally run witcher at high/ultra without hairworks with this gear. Maybe you limit your fps or have the xbox thingy enabled or something, but it seems some settings are fucked up.

I run GTA V almost maxed at 80fps 1080p on my 6700k/290x. Maxed it runs at 60. Its still probably best to upgrade your GPU.

I bet a 390 can max games like GTA V on 1080p.

Just set tesselation to 8x in your driver and turn hairworks off in Witcher 3. You system looks decent.

Maybe think of selling the 390 if there are mining addicts in your country, they currently sell 350 € for a used one here.

If so, get a 1080. All GDDR5 cards are overpriced and probably sold out currently.

How is that possible? I have a 2nd Gen i5 running at 3.7ghz and at 1920x1080 and medium settings in gta 5 it can keep more or less above 60 fps with a gtx 670. Your r9 390 should be much more powerful. Are you trying to run it at stupidly high settings? AA and all murders framerate in gta 5.

Turn down shadows, aa, whatever settings. Leave the resolution as is and lower everything else until you're at an acceptable framerate. Alternatively, sell your 390 to ethereum miners and buy a 1060.

You're doing something horribly wrong, I was able to play TW3 and GTA V on a 270x with mostly medium settings at 1080p / 60fps, a 390 should absolutely destroy anything in the 1080p range.

RX 470, GTX 1050ti. Any more than that is overkill for 1080p/60FPS. You can get a 1060/RX 480/580 if you want your system to be a little more future-proof, but do it only if it makes sense to you to spend the extra money.
