Enhancement is entirely subjective. You cannot add detail that does not exist in the source; you can only trick yourself into thinking otherwise.

the trick is that you don't want to actually recover the original image, you want to generate plausible detail from a psychovisual perspective. As soon as someone makes a decent neural network architecture for this you'll have what you want. Right now all neural network architectures, including the shiny new adversarial networks, make oil painting trash, but i'm reasonably sure this will change soon

again, yes, this will be possible in the near future. I'm talking of blowing up a 32x32 image into a 4000x4000 photorealistic image with no visible artifacts. Not right now though.
