On release day windows 7 was much more polished and clean. Microsoft still had Vista fresh in the back of their minds. Meanwhile they'd had enough time to forget about that and had only started to get scared of an increasingly mobile-centric world and windows 8 was rushed garbage.

8.1 was a substantial upgrade, almost as big as the XP service packs. Since you say windows 7 versus 8.1 I'll assume you're discussing their current state. Windows 8.1 has a lot more polish but it's clearly dead. Even windows 7, 7 years later, was getting meaningful patches and improvements while, once windows 10 was released, 8.1 support quickly got pushed to the back burner. Not to mention the fact that BOTH windows 8.1 and 7 have the issues of spyware and backdoors, the only defining feature left between the two is third party support and stability. In both of those categories windows 7 wins.

That being said, if you're still using windows 7 there is no compelling reason to stay. Either update to 10 and abandon windows entirely. Pick one. All of the negatives of 10 have been backported to 7 with the exception of windows 10's broken search. So if you can deal with never being what data about you is being collected, if any assuming you attempt to disable the spyware which we don't know if it's effective or for how long, you might as well use the OS that's getting a reasonable pace of development.

I use win 8. I like the start menu, i dont need to have icons on my desktop if i have them there. I am just not getting used to the win 7 start menu its worse then win 200/xp

7 Never really felt good to me coming from XP and I probably only used 7 for less than a year.
8 and 8.1 were very refreshing for me, mainly due to the fast search function. I don't really care that metro is ugly, and I think 10 is a bloated 8.1. It just has to much shit I don't care about.

I can think of a few reasons to use Windows 7 over 10 though, even with all of the backported shit.

It doesn't feel like you're beta testing a system that's going to get a huge update next year that's gonna break half your shit and add stupid nonsense.

You can fuck around with it a lot without trouble. It's fast and still more stable these days. It also gets all the security patching it needs and support. I find all those to be compelling reasons to stay.

win81 is basically a faster windows7. disable scheduled tasks and you're good to go.

7 is better for physical machines
8.1 virtualizes better as it supports gen 2 VMs via hyper-v

8.1 is HIDEOUS, but under the hood, it's bretty fast and doesn't use so much resources. (methinks dumping .net 3.5/3/2 has something to do with it)

Everything since Windows 2000 has been fucking terrible. XP was all blue screens, Vista was a reskinned version of XP, 7 made a few very slight improvements but it a bunch of ugly glass shit with an unusable UI and the rounded start button is pretty cancerous. The Windows 7 UI was nowhere near as babyish as XP and is still more consistent than the UI of 8.1 or 10. Windows 8.1 can't decide whether or not it's a tablet or a desktop OS and has a bunch of stupid metro apps and a fucking store built in like a phone.

All Windows systems are fucking horse shit. Install literally anything else.
