Go for Electrical Engineering and learn CS on the side. A good coding portfolio with stories about the things you solved will get you far. You can't do this that easily in engineering.

If you're going for a 4 year degree CS degree isn't that useful these days. Look for business school code focused degrees. At IU there's the Informatics program which combines a business degree with code skills and general IT knowledge, way more practical that pure CS. Pure CS is good if you're going to go for a masters or phd and you'll have a very limited job selection but if you can land one you'll be rich. That said it is probably too late for phd.
