Because radio transmissions require a lot of power. Think about how quickly your phone's power degrades just browsing the internet regularly. Having all phones constantly moving data would mean everyone would be constantly draining their batteries. Also, the range would be awful too and the network would likely be ruined by leechers who wouldn't contribute anything but consume the free bandwidth.
But, there are ways around it. If you REALLY wanted to, you could get a radio license and setup your own radio relay using massive microwave antennas between two cities. This would cost a lot of money (real estate, towers themselves, power, and licenses) but it is feasible for a private citizen to do. You could even charge access and be an extremely small ISP.
