just get a quiet cpu cooler and a nice case, you leleleliterally cannot hear low rpm fans on a big heatsink.
your fanless gpu is going to so shit that even a midrange gpu running with the fans off will out perform it.
OP here, currently I have a "silent" cougar psu and factory intel heatsink/fan and well... sound like a hair dryer. GPU is nvidia fanless, still 90's gaming so no need more gpu power

Run low RPM fans or invest in some (be quiet or Noctua)
Don't get watercooling but opt for a Air Cooler.
Don't run any hard drives, only SSD's etc. Though a 2.5" HDD isn't that loud.
If you're that pedantic, then you can go for the "silence optimized" cases etc. as well.
