because it's boring. the NSA didn't release some kind of open source global surveillance toolbox because that would be A) stupid and B) nobody has the kind of infrastructure required to do it
these are basically just data exploration utilities. most of them are QGIS plugins. QGIS is an open source geographic data viewing/processing software. the tools are rather banal, just shortcuts for extracting geographic coordinates and making charts from data and stuff
