I usually recommend 140-180W TDP cooler for Ryzen. Excessive, but it keeps the fan speed down and keeps them super quiet. Really a 110-125 is fine if you don't mind it spinning up.
For threadripper, I'd imagine you'll want to look more in the 180-240W TDP cooler range.

As mentioned, yeah air coolers will work perfeclty fine due to the large IHS.

Ironically the 7700K is a much better option for 4k than the 7740K due to the iGPU, you need the iGPU because of DRM to decode 4k streams from Netflix and watch 4k Blurays. Kaby Lake-X doesn't have an iGPU which means you can't watch commercial 4k content, it has to be pirated.

It's not a bandwidth issue, I'm talking about DRM. To watch non-pirated 4k movies you need Windows 10 and a Kaby Lake iGPU. Netflix also requires Microsoft Edge. You can't use Polaris or Pascal GPU's to watch 4k content even though they are able. The restrictions are pretty awful, but in terms of the "best" 4k HTPC Kaby Lake with iGPU is necessary.

There are less ITX boards for 2011v3 than there are fingers on my hand. I have a mATX 2011v3 board and it's already barely big enough to fit this CPU socket comfortably.
There aren't going to be reasonable ITX boards for X299, definitely won't be a good selection of them even if there are a couple in the end.

The socket is too fucking big and you can only fit 2 channels of memory on ITX board. So why would you make it a X299 when you can do Z270? Hell, an AM4 ITX board makes a lot more sense.
