So, im currently in a process of reading some ui/ux design books. But i cant seems to find one particular topic - programs/apps launching. Like, what is the most efficient way? Okay, on mobile platform there is home screen with it grid. But what about desktops? Old start menu [spoiler]xp/7[/spoiler], new fullscreen start with tiles [spoiler]8.1/10[/spoiler], or maybe OS X style dock?

Launchy provide similiar function, but is it really iefficient? Is it faster to click icon on dock/startmenu or type name of application

It is more efficient because you can keep both hands on the keyboard and usually the first 2 or 3 letters of the program's name are enough to find it. A fuzzy finder and a log of most commonly used applications improve it even further.

As it's been mentioned, a search tool is certainly the most efficient way, but you also have to consider the use case of someone searching a program not knowing what it's called. So you'd also need some sort of exploratory interface (i.e. a list like the old windows start menu).
