My RAM is being overencumbered and I don't know why, because almost no programs are running (the two """big""" ones are System and a game). What's running doesn't even amount to 1GB, but it says that I'm running at 15.7 with barely 250mb free, and it's choking my entire PC, slowing it down for seemingly no reason whatsoever.
Help?

The Windows 10 superfetch algorithm was changes since Windows 7, and it is now extremely greedy. Most people think it's all the bloat, but if you simply disable the superfetch service, your memory allocation will be less advantageous, and you will not run out of memory so quickly.

My money's on driver memory leak. If it doesn't show up in your task manager it's usually either because you haven't checked the "show processes by all users" checkbox, or because it's RAM used by the kernel, ie. drivers. Try to find something like pic related in your task manager and post it, no idea if the Win 8/10 one still has memory stats.
