HR at a small-medium /g/ company asks me for salary expectations for a junior firmware position in southern california. Average is 65k. Should i say 65k, or should i provide a range? 60-65k? 65-70k?
In southern California that's like minimum wage.

Ask for at least 70. Not sure where in SoCal you are but 65 seems low to me as well. Speaking as a new grad in an area with much lower CoL
Ask for 75k.
Salary is a negotiation. If they want you they'll negotiate.
65k really is not much for socal, you could probably pull a bit more than that working at a decent restaurant with tips.
75-80 is probably where you should be shooting for in entry level SE in socal, and if you have a good skill set you could probably get as much as 100 without work history.
