Is silent computing still a thing?
Whenever I look for goos silent PC hardware, most of the websites are either outdated or offer too little information.
What parts would you recommend for building a 800$ computer that is basically unhearable under full load?

As previous anon said, get some colossal cooler like noctua-nh-d15, or Hyper 212+ EVO as a cheaper alternative so the passive cooling from the heatsink does most of the job. Slap on one decent pressurized fan using a dampener, and then look for a graphics card with the performance you want and get the variant that has a low noise level and not-shit-reviews.
You do not need a silenced case, but if you want it to be "basically unhearable under full load" for whatever reason (do you sleep next to the system while rendering or something?) you may considered it. You do not need a multitude of case fans.
