The file was encrypted, and then the encrypted data was encoded in base64. The file extension and behavior seems like standard ransomware stuff, I'd see if any more of these files have shown up anywhere.

OP here I figured it out, it was part of a game a guy posted to /g/ about uncovering the secret message in some file.

It's nothing bad I am pretty sure, the file from the thread has the same dates and shit.
