Honestly what goes through someone's mind when they're making a change like this?
Do they simply not use the browser themselves?
Are they blindly following some design manifesto?
How does this happen?

They have been trying to shoot themselves in the foot for quite some time now.

They're probably simplifying the codebase, the topmost example is less lines of code than the one on the bottom, I suspect they were violating the "separation of concerns" design pattern by displaying that information in the downloads tab.
Probably the same retardation that led them to remove transfer speeds from active downloads.

Have you checked it? Chances are it's actually more lines of code.

Bullshit. The amount of code it take to display that information is negligible. That information is already there and available to the browser.

Then why even bother saying "completed"? Just use a check mark.
