I'm so confused with something and I'm probably retarded but my computer, pic related, can run Fallout New Vegas at full settings and 30+ fps, but can't run SOMA on the lowest settings more than roughly 10 fps. Is the game that poorly optimized or am I doing something wrong?

4GB memory
Windows 10
I even disabled Windows' updating system with the console, it was taking up like 25% of the CPU.
Fallout New Vegas is a super low spec game, a literal toaster could run it.

I'm pretty sure soma is using OpenGL, it's probably something to do with that.

Thank you. I would've googled it but I didn't even consider different programming interfaces. I'm kinda new to a lot of this.
Not a "Gaming" Laptop but I got it from a friend for $80 so I can't complain. I assume there isn't any tricks to optimize it? I got about half way through when the performance dipped even more. I was running maybe 20-25 fps which is playable, but not 10.
