Yes, but websites use MUCH more than cookies to track you.
Incognito mode is not about having a different online profile, it's about hiding what you're doing to other people who use the same computer.

OP, incognito mode is not a replacement for proper opsec.
Get noscript, get ublock, get requestpolicy, get a proper setup for blocking as much of their tracking garbage as possible.
