Set the bitrate accordingly, meaning [Max. File Size in MBit, here 32] / [Duration in seconds]. Then do two passes to make sure it hits the mark. Usually you want to make sure it's not a few bytes over the mark, so aim for a slightly lower bitrate than theoretically possible. In your case you could probably use a 6M bitrate.
