Why are manufacturers allowed to ever not release their kernel source code? Android uses linux, and the GPL mandates that any modifications made to the linux kernel must be also made open source

They don't release it because no-one is making them release it. Google doesn't seem to care, you could sue the manufacturer and the court/judge whatever would make them release it but your average Joe doesn't have the means to sue big companies just like that, especially since many of the manufacturers infringing on the GPL are in China where they simply don't care about any of this stuff.
