Tor still works in most parts of the world as long as you have some bridges.

That being said, you may want to look into some other solutions. A really simple one is to have a dedicated server box somewhere that you can ssh into and scp files to so someone else you trust (your publisher?) can ssh into it and fetch the files.

If the server isn't used for anything else and has no visible services then it's probably not a big red flag that you're ssh'ing into it.

The main problem with Tor is really that it can be detected as Tor. This could be a real issue. In some cases it doesn't matter that you can't see what you are doing over Tor, specially if there are very few people in an area that are using it. If you have 1000 people and one of them is just using Tor then that's probably the guy who's reporting on your human rights violations. Basically... "he's using Tor, get him!".
