How complicated it would be to take an FPGA and make it run bytecode for my VM? I have a lot of experience in programming but I haven't really touched any hardware stuff.

You can synthesize C to an FPGA, but I don't know how big your bytecode interpreter is.
Maybe LLVM also has a backend for synthesizing to your FPGA.

FPGA's are not fun to work with. Every piece of functionality is a struggle.
