It's paid if you want to access Google's music library, which doesn't count towards the limit of songs
I'd still recommend against it because it mangles your tags and has a god-awful UI
Yes, Microsoft Groove and it's free. You upload music to onedrive music folder (up to 5GB free) then you can listen from your browser or the groove app in windows, android and ios.
