If you mean a duplicate finder that works based on metadata, there are plenty of such programs, if you mean based on the visual content of the picture itself... I'm not sure. Five years ago I'd say no, but now that neural nets are so commonplace and even your phone can find all photos with people in them, it's a matter of time before someone makes a smart search tool, if there isn't one already.
Having a Google reverse-image search type thing for your PC would be quite handy because indeed.
