What's a mITX case that:
- Is actually small
- Is relatively quiet
- Is not way too cramped to fit in normal parts
- Is not expensive as fuck?
Pic almost related, I've checked out Fractal Design's Nano S but I'm not digging the size - its about as big as small mATX cases for pete's sake, what's the point of an ITX build when its that big?

That's the point.
Get the Nano S. Fukkin great case with fantastic layout. Real pleasure to build in. It's small enough to tuck under an arm if you're looking for portability.

I mean there's multiple Silverstone m-ATX cases that are around the same size and even smaller, so it would feel dumb to constrain myself to ITX mobo when the case isn't even that small to begin with

The SG05 is decent. If you don't need an optical drive (you don't), you can use an AIO. GPU length isn't much of a concern, but you will need to pay attention to length.

I like my Enthoo ITX, but I'm probably building my eventual Ryzen system around a microATX board, just to be able to use an expansion card or two.
Also there aren't any tempered glass ITX cases yet.

So you want a case that fits all the same parts (except the motherboard) as a normal size case, but smaller? Well, that's what the Nano S is.
If you want a much smaller case, ONLY changing the motherboard isn't going to cut it. You need to be willing to accept smaller components, too. Limiting it to an SFX PSU, less room for the CPU cooler, etc.
