Well, it isn't like underachievement is defined by who's responsible for it. A guy I know was a talented chemist, but he became a father at the worst possible time for him (last year in college). He had no external support, no savings, so he had to grab any job available for him asap (journalism) which ultimately closed his default career path for him. He couldn't just drop what he was doing to finish college at the right time and look for a related job.
So yeah, I think he fits pretty well into the definition.
