That's correct. Windows does the same thing for the Intel Kaby Lake chips.
You can install 7 or 8.1. You just need to download a third party thing that disables the update block. Someone here will link it.

Install LTSB and Classic Shell. Mess around with some of the settings and you'll end up with it being exactly the same as Windows 7.
