You'll have to format anyway if your planning on replacing Windows. But even if dualboot, Microsoft can't access your data while running Linux

besides, Microsoft isn't actually the problem. It's your CPU. The Goverment has placed an hardware backdoor in every CPU since i-series. AMD is no better there

If you're talking about dual booting, then just encrypt your linux partition. However the answer is no. You can however, control your windows partition through linux quite easily.
