web dev is evolving so fast that I know at least 3 frameworks: iron, nickel and rocket
Yes, and I would write my own framework directly on top of mio because it would be easier than to learn futures and tokio.
For reals tho, using Rust for web-dev is probably a bad idea, but you can try using https://rocket.rs/, at least their site looks neat.

1. is quite complex, your fellow contributor will be less productive
2. is an awesome language, but it's a bit of an overkill for webdev

It just cant go wrong. If rust or the framework you use evar fails you can just transcompile it to node.js using einscripten
