Is Windows shipping with a Linux sub-system just Microsoft admitting defeat? They're basically saying that Windows on it's own isn't good enough for developers.

No, if you write code on top of GPL code the entire codebase becomes GPL. That's different from bundling compiled binaries together. They are not counted as part of the same program.

They don't ship Windows with Linux support. You have to turn on developer preview in order to download Ubuntu. Windows doesn't need Linux to run either, so it isn't a subsystem. It's more like a virtual machine that allows Linux to operate in Windows user space.
