I took an "ISP-level" networking paper at university, and we set up an MPLS network on some Juniper routers.

Typically you use BGP as the handoff between ASes. MPLS is just a backend thing. You should never see it as a customer so you don't need to interact with it.
You'd have to be a multinational corporation that uses a shit ton of routed traffic and requires dark fibre OR an ISP to benefit from using MPLS internally.
