So my Motorola wasn't booting and I had to unlock the bootloader and flash it to make it work again. Now everytime it boots up it warns me that it's unlocked. Is this something I have to be concerned about?
You can modify and flash the various images for that kind of thing, like boot image, battery charging image and what not.
When you unlock it the boot one gets replaced with that thing.
Nothing to worry about other than warranty being void since you live in a third world country.

No
You can relock the bootloader again if it annoys you too much
If your bootloader is unlocked, you'll always get that message. I think there might be a way of getting rid of it but unless it annoys you too much don't even bother.
I find it sad that it's a necessary thing to do if you want the LED on the moto G4 to work with notifications. I don't even know which ROM to use anymore at this point.
