WHY is it so hard to get an IPS display budget laptop but phones

I really don't understand why the laptop OEMs refuse to move on from 1366x768 TN panels in everything that costs less than $1,000. A decent 21.5" 1080p IPS display can be had for around $120, and there are budget phones at around $300 with FHD IPS displays. There is no reason a laptop at $7-800 shouldn't include an IPS display, or that laptops in that price range shouldn't at least have an option to upgrade for ~$50.

I was able to get 1920x1200 display on a budget laptop for my mom by getting the touchscreen version. It added maybe 30 dollars to the final price.

the main reason is all of these laptops are going to be on display, side by side, in a store, and you're going to have the people with bad vision looking at them and saying "WOW THE TEXT LOOKS SO BIG AND SHARP ON THIS (1366x768) SCREEN", "THE TEXT IS TOO SMALL AND WAY TOO BLURRY ON THAT (1920x1080) SCREEN"

The Chromebook I got at the beginning of 2015 for $300 has a 1080p IPS. runs Ubuntu chroot okay. xfce because unity is too heavy.
