There is several ways to hire developers.
You could use a consulting company.
This is the most expensive, but they usually deliver what you want.
You could use a university.
There you can hire a student to part time work on this project and can usually give you the basis for what you want.
If you want to do it here, I guess you could write up the requirements and have someone join a github repo or something and then send donations to that email.
I don't think this is the best way as most people here are morons and the rest is probably just here to goof off and have plenty of work.
