I have never had a problem with torrenting in Canada, been though several ISPs (Bell and Rogers being the big ones) due to moving and even torrented all the time on my Uni's network. No VPN/private trackers.

I don't pirate movies or live action shows though, just games/cartoons/anime/software/porn.
